This work documents inclusionary housing programs across the United States and examines how program design, market context, and implementation capacity shape affordable housing production. It connects public-facing policy documentation with peer-reviewed scholarship on local housing policy outcomes.
The project demonstrates that inclusionary housing outcomes depend on more than whether a policy exists. Local market conditions, affordability requirements, incentives, administrative capacity, and long-term stewardship all influence whether programs produce affordable units and how those units are distributed across communities.
